Shield Services

​​​​​Law enforcement activities are a significant liability exposure for any city or town. That's why the League's Risk Management Services is committ​ed to providing law enforcement agencies the resources they need to help manage these risks.

The League's Shield Services is available to Law Enforcement & Fire Department service agencies who belong to the Property & Casualty Trust and Workers' Compensation Trust.

Our Shield Services staff includes professionals with extensive law enforcement management experience and are available to assist our members with complex policing issues. ​We also consult with the League's Police Chiefs Advisory Committee to identify emerging trends and training needs. ​​

The League’s  Police Chiefs Advisory Committee was formed in 2013 as a tool to help Property & Casualty Trust and Workers' Compensation Trust members reduce officer injuries, vehicle accidents, and liability claims. The committee includes 12 police chiefs from across the state, from larger and small town alike. 

The chiefs meet regularly with the League’s risk control, claims, and underwriting staff. This working group is responsible for implementing the many training programs and services within the League's Shield Services, including the Law Enforcement Risk Review, which has seen tremendous success and has been endorsed by the North Carolina Association of Chiefs of Police. ​

Members of the Property and Casualty Trust are eligible to send officers to the League's annual defensive driver training class.

Advanced Use of Force Training

This 3-day course is designed for police chiefs and command/training level officers that are in a position to address policy development and implementation. The training will increase the student’s comprehensive knowledge of use of force issues, conducted electrical weapons, court cases, training, and use of force related risk management.

Dangerous Crossroads Ahead

The Dangerous Crossroads course examines the intersection of the First and Fourth Amendments with regard to police-citizen interactions and provides practical tips for dealing with situations.
